The National Landscape

Documented ambassador programs operate in San Francisco, Duluth (Georgia), West Hollywood, Indianapolis, Denver, Arlington (Texas), Minneapolis, Oakland, Gainesville, Austin, St. Louis, Seattle, Honolulu, and Cleveland, as well as university campuses at UGA, Cornell, VCU, and UW.

The Most Documented Programs

The programs below have the most specific publicly available data on scope, outcomes, and operation. The depth of documentation reflects sustained local news coverage and program reporting, not necessarily program size or performance.

Indianapolis Downtown Safety Ambassadors — Downtown Indy, the city’s business alliance, operates an ambassador program covering the Mile Square downtown area. The program was profiled by the Washington Post in depth.1 Ambassadors patrol on foot in red jackets, operating primarily during daytime and early evening hours. The Downtown Indy President and Chief Executive Officer described ambassadors as “the connective fiber between the people in downtown and law enforcement.”2

West Hollywood Safety Ambassadors — Among the best-documented city-government-operated commercial district programs. The city expanded its program by 30 ambassadors in 2022 through a vote supported by a coalition of over three dozen community organizations.3 Cost documentation: among the most precisely documented cost comparisons in the national ambassador landscape, with local reporting indicating roughly a 5-to-1 cost difference between ambassadors and sworn officers.4 Full city profile on page [West Hollywood Profile].

Denver Ballpark Neighborhood Ambassadors — 18 trained professionals patrolling more than 40 blocks of downtown Denver’s Ballpark neighborhood seven days a week.5 Funded through a special assessment on local businesses and residents based on property value, generating approximately $1.3 million annually.6

Programs with Substantial Documented Scope

These programs have been reported in news coverage and city documents with enough specificity to characterize their design, though not with the depth of the preceding section.

Minneapolis Community Safety Ambassadors — City-operated program that expanded from downtown into south Minneapolis as part of the Minneapolis Neighborhood Safety Department’s community safety ecosystem. Amanda Harrington, who became director of the Neighborhood Safety Department in April 2025 (promoted from her earlier role as director of community safety design and implementation), has described the ambassador program as “a violence prevention tool, but also another response option, instead of police.”7 The quote reflects an earlier statement made in her prior role; she now oversees the broader safety ecosystem including ambassadors. The Minneapolis program operates under the city government directly, distinguishing it from Business Improvement District models.

Oakland Community Ambassadors — Multiple programs covering Oakland’s downtown business districts. Oaklandside reporting based on interviews with over a dozen business owners found that “most said community ambassadors help keep their districts cleaner and safer” and that “the mere presence of community ambassadors increases the sense of safety in their neighborhoods.”9 The reporting documented specific business owner accounts including one restaurant owner who reported that robberies she previously experienced regularly had not occurred in recent months since ambassadors arrived.

Gainesville, Florida Downtown Ambassadors — 14 lime-green-uniformed ambassadors achieved measurable impact in the first two months: more than 100 people experiencing homelessness connected to services, police burden “lessened,” and consistent business relationship-building (team leader Reed Johnson stops at two or three businesses per day).10

San Francisco Community Ambassadors Program (CAP) — Started in 2010. At peak, operated in over a dozen neighborhoods. Fiscal year 2023-2024 data: 48,811 reports to 311, more than 4,500 safety escorts, 65,110 wellness checks, nearly 100,000 merchant visits.11 Status note: San Francisco’s original CAP faced budget-driven cuts and restructuring after 2024. By late 2025, the city was reorganizing ambassador services through new contracts and a more flexible deployment model, rather than simply ending ambassador coverage.

Austin Safety Ambassadors — Lime green vests, bikes, body cameras, daytime and early-evening hours. Program documented an 86% voluntary compliance rate with behavioral requests.13

St. Louis Downtown Ambassadors — Launched in late 2024, funded by Greater St. Louis Inc., the city’s business alliance.14 St. Louis Metropolitan Police Chief Robert Tracy, who extended his contract through 2029 in December 2025, publicly welcomed the launch.15

Arlington, Texas Clean and Safe Ambassadors — Ambassadors patrol in groups of three in yellow caps and green jackets. Operations manager Kevin Johnson, a 20-year Air Force veteran, noted that businesses “recognize the yellow hats, and are inviting us into the community to help.”16

Seattle University District Ambassadors — Ambassador teams achieve five-minute average response times — compared to police response times that average twelve minutes for priority one calls and exceed an hour for lower-priority calls.17

Honolulu Aloha Ambassadors — Focus on nighttime hours (9:30 PM to 6:00 AM). The Honolulu Police Department has publicly welcomed the program’s “extra set of eyes and ears.”18

Cleveland Ambassadors — Part of the city’s “Reimagine Downtown” initiative; 20 additional ambassadors were announced in connection with broader urban revitalization planning.19

University Campus Programs

University of Georgia — Operates from 7:00 PM to 3:00 AM with campus safety ambassadors carrying naloxone and CPR certification. UGA Police Chief Jeff Clark (in role since August 2023) championed the program as a way to “supplement police officers as eyes and ears on the ground… performing different jobs than campus police.”20

Cornell University — Ambassadors are required to be New York state-certified security guards, with additional training in communication, de-escalation, and first aid.21

Virginia Commonwealth University — Campus ambassador program that subsequently expanded onto Richmond city buses, crossing into transit ambassador territory covered in a separate Safer Cities series.22

University of Washington — Planned spring 2025 launch (University of Washington Daily reporting); documentation of operational outcomes not yet available as of early 2026.

Regional Patterns

California: West Hollywood, San Francisco CAP (winding down), Oakland.

The South: Gainesville (Florida), Arlington (Texas), Duluth (Georgia). Duluth’s police leadership called the program “a game changer.”8 Arlington’s operations manager Kevin Johnson described the program as earning community trust in a suburban Texas context.16

The Midwest: Minneapolis, Indianapolis, Cleveland. Indianapolis’s program was profiled in depth by the Washington Post.1

The Coverage Gap: Where Programs Aren’t

San Francisco Supervisor Dean Preston explicitly opposed the cuts, stating “This is one of the last things that should be on the chopping block.”23 Adrienne Pon, a former city official who worked on the program, noted that CAP’s distinctive value was covering neighborhoods “where tourists don’t go,” in contrast to other ambassador programs that focus on high-traffic, commercially viable areas. The city’s other ambassador programs (Urban Alchemy and the Welcome Ambassadors) covered tourist-heavy districts. CAP covered the neighborhoods with higher concentrations of vulnerability and lower commercial property values to fund assessments.23
